I bought a plot with full planning which used to be someone's garden, the sellers then sold their house, the plot is accessed down a private cul de sac, all house here own part of the road. my deeds state I have the right to pass and repass over this road yet my new neighbour put pillars up on the edge of his land which block vehicular acces to my land. Any thoughts?

I think this depends on several things and is difficult to answer without sight of a plan/deeds. Firstly, it depends on whether the right includes the right to pass and repass with vehicles. Secondly it depends as well on how long the vehicular access had existed for as the right to pass and repass could have been acquired by long user.
