when making dismissals (of about 47 people) i know there's an obligation to consult certain representatives - do you just consult the reps in the departments that are being made redundant? what is the notice/time period and other requirements

also, what are the consequences of not consulting the reps as required? i've seen protective award mentioned for not complying but is there a way to escape paying/being liable to certain exceptional circumstances of the company/business? (e.g the company going into liquidiation and having to act fast)
